The signing ceremony for the crucial “July National Charter” will take place on October 15, 2025, at the South Plaza of the Jatiya Sangsad (National Parliament) Complex. The decision was announced in a press release following a meeting of the National Consensus Commission (NCC) on Thursday.
The signing ceremony, scheduled for 3:00 PM, will be presided over by Dr. Muhammad Yunus, Chief Adviser to the Interim Government and President of the NCC. Representatives from 30 political parties and alliances are expected to attend the event to endorse the charter.
Shift in Venue and Preparations
The NCC meeting, which finalized the event details, decided to shift the venue from the previously considered China-Bangladesh Friendship Conference Centre to the Jatiya Sangsad South Plaza, following a suggestion from the Chief Adviser.
The NCC has asked the 30 political parties and alliances that participated in the dialogues to send the names of two representatives each for the signing ceremony. Commission sources indicated that the majority of the parties have already submitted their nominations.
Charter Implementation Remains a Sticking Point
The July National Charter was formulated by the NCC following a two-phase dialogue with political parties and alliances, aimed at reforming the structure of the state. However, the press release noted that the NCC meeting on Thursday primarily focused on finalizing the signing event, though analysis of the “ways of implementation” of the charter was also on the agenda.
Experts’ opinions and feedback gathered from five meetings with political parties were analyzed by the NCC members. Despite consensus on the charter itself, disagreement over the methods of its implementation persists among the political parties, an issue that remained unresolved even after a third, five-day phase of dialogue.
The NCC announced on Wednesday, the last day of the dialogue phase, that it would present the government with a “package recommendation” on the implementation methods, integrating the opinions of political parties and experts. The Commission expressed hope that this final recommendation, along with the finalized charter, would be submitted to the government soon after comprehensive analysis.
High-Profile Attendance Expected
Commission sources indicated that they have reached out to major political entities, including the Bangladesh Nationalist Party (BNP), Jamaat-e-Islami, and the National Citizens’ Party (NCP), all of whom have reportedly responded positively to attending the event.
Terming the signing of the July Charter as a historical occasion, the Commission plans a grand and ceremonial event. It is expected to invite up to 30 leaders each from the BNP, Jamaat, and NCP, and 10 representatives each from the other participating parties.
The NCC meeting was attended by the Commission’s Vice President Professor Ali Riaz, and members Dr. Badiul Alam Majumder, Justice Md. Emdadul Huq, Dr. Iftekharuzzaman, and Dr. Md. Ayub Mia. Mr. Monir Haider, Special Assistant to the Chief Adviser, who is involved in the consensus-building process, also participated in the session.
