The government has promoted 118 Joint Secretaries to the rank of Additional Secretary in a fresh shake-up of the civil administration. All the newly promoted officials belong to the 20th batch of the BCS (Administration) cadre.
The Ministry of Public Administration issued a notification regarding these promotions on Tuesday (January 27, 2026).
Promotion Details and Conditions
According to the official gazette, promoted officials must submit their joining letters to the Ministry of Public Administration. If an official’s workplace has changed since the order was drafted, they are required to mention their current office name and address in the joining letter.
The notification also included a cautionary clause: the authorities reserve the right to amend or cancel the promotion order if any adverse or conflicting information regarding a promoted official surfaces in the future.
Discontent Brews Over “Deprived” Officials
Despite the large number of promotions, the announcement has sparked mixed reactions and visible frustration within the administration. Sources within the Ministry of Public Administration suggest that a significant number of qualified and efficient officers have been overlooked once again.
Key points of contention include:
-
Exclusion of Senior Batches: While the 20th batch received a major boost, many officials from previous batches who have been waiting for years for their elevation were left out.
-
Competency Concerns: Allegations have surfaced that several highly skilled officers with clean service records did not make the list, leading to claims of “deprivation” within the ranks.
The Current Landscape
The promotion comes at a time when the government is aiming to streamline administrative functions. However, the recurring issue of “left-behind” officials remains a challenge for the Ministry of Public Administration.
Critics argue that such exclusions can demotivate the civil service, while supporters of the move claim the government is prioritizing the career progression of specific batches to fill vital leadership roles.
